First Independent Baseball Teams In Mexico

Q:  In 2010, the Tijuana Cimarrones played in the Golden Baseball League.  Although a Tijuana team was supposed to play in 2009 it did not.  Before the Cimarrones, however, there was an independent baseball league which was the first to play games in Mexico.  What was that league?

A:  In 2003 there was the Arizona-Mexico League.  The league folded midway through its first season (http://www.baseballamerica.com/today/minors/030618azmxleague.html)
